Construction payment in FIDIC contracts (Gulf)

FIDIC is a contract form, not a jurisdiction. Contracts across the Gulf are usually based on the FIDIC Red or Yellow Book, and payment runs on the Interim Payment Certificate: the Engineer certifies within 28 days of the Statement and the Employer pays within 56 days, counted in calendar days. Those two periods are the FIDIC contractual default and are not a statutory period anywhere in the Gulf, so the Particular Conditions can and often do change them. Tax differs by country: VAT is 5% in the UAE, 15% in Saudi Arabia, 10% in Bahrain and 5% in Oman, while Qatar and Kuwait have none. FIDIC has no UK-style payment or pay less notices, so the mechanism is the certificate, not the notice.
