Singapore payment runs on the Building and Construction Industry Security of Payment Act. A payment claim is answered by a payment response, and a short or missing response can be taken to adjudication. The response is due by the date in the contract or within 21 days of service, whichever is earlier; where the contract sets no period at all, the Act allows 14 days. So 21 days is a ceiling, not the normal period. GST applies at the prevailing rate, and the statutory deadlines sit alongside whatever the contract says.
